Similar to other centralities, Urbanizacao da Baia Farta is an effort to fulfil the 120,000-unit quota set out by the central government. Following the construction model and methods of Kilamba, these centralities are constructed at a rapid pace, without considerations of basic infrastructure and supporting programs. The lack of schools, hospitals and retail made these centralities seem barren. As the projects came to a lot of criticism from the citizens, the Angolan government decided to delay the sale of the centralities and sell them simultaneously after construction has been finished on all of them and infrastructure laid in. This is slated to happen July of 2018; whether this will be the case remain to be seen.

Urbanização Baía Farta boosts quite a bit of public structures ranging from schools to hospitals that is not commonly found amongst other centralities considering the small population size compared to other centralities. However, whether these are going to be operational by the time the development opens to the public is still uncertain.
